PLANNING, RESEARCH AND STATISTICS:-
Responsible for:- Planning the general activities of the Ministry, such as vision, mission, targets, admission/placement school calendar, construction, renovation works
- preparing annual budgets, collecting, collating storing and analyzing data: coordinating the Student Exchange Programme (Unity Schools Program among the Northern States):
- Serving as the secretariat for Management meetings, Tenders Board, Joint Consultative Committee on Education (JCCE) and National Council on Education (NCE)
- Coordinating interventions into the Ministry by ETF, UNICEFR and others.
TERTIARY EDUCATION:-
The Department is responsible for:- Liaison activities between Tertiary institution and the Ministry
- Representing the Ministry at Board meetings of Tertiary institutions
- Conveying all approvals and any other correspondence from the Ministry to Institutions.

- Maintenance of school structures
- Purchase and maintenance of schools equipment like generators, ITT equipment and many others

- Supervision of ETF projects, which include renovation, construction works and supplies

- All the necessary procedures for the establishment of new school by the state government

- Maintaining the Computer Training Centers in the State;

- Vetting government contracts and advising government as appropriate in respect of all contract agreements.
- Providing free legal services to the less privileged citizens of the State through the Community Law Centers viz:

- Responsible for conducting research on the operation of the Ministry with a view to develop future plans for improvement so as to enhance the services being rendered by the Ministry in General.
- It collates statistical data and keeps all records of files for easy access.
- It organizes and/or proposes for training of staff to attend seminars, conferences, workshops and courses.
- It manages the Ministry’s Library and keeps record of all Library Books.
- Responsible for day to day administration of the Ministry and the general management of its financial activities.
- Responsible for staff recruitment, promotion and general welfare.

- Processing for the payment of all utilities bills incurred by the MDAs'

- It coordinates the work of other Departments within the Ministry in matters related to payment of funds.
- The department controls the activities of MDAs with regards to Banks/Accounts operation. In other words the Department intervenes where any of the MDAs' has problems with regard to Banks/Accounts.
- It regulates the system of payment when the need arises, for instance it is through this department that E-payment is being introduced.
- Receiving, checking and processing of all capital payments vouchers forwarded from MDAs.
- Maintenance of Departmental vote books.
- Periodic Inspection of financial records maintained by MDAs.
- Organizing training of all Accounting staff.
- Collection of monthly returns from MDAs.
- Preparation of periodic financial statements and annual accounts
- Overseeing of all financial records and books of accounts, documentations and internal control of World Bank assisted projects (PFMU)
- Maintains a reliable database of all loans or guarantees by the State Government or any of its agencies.
- Prepares and submits to State Government a forecast of loan service obligations for each financial year
- Prepares and implements a plan for the efficient management of the state external and domestic debt obligations at sustainable levels compatible with desired economic activities for growth and development and participates in negotiations aimed at realizing these objectives.
- Verifies and reconciles external debts service guaranteed or directly taken by the State Government with the Federal Debt Management office (DMO).
- Verifies and services domestic debts, guaranteed or directly taken by the State Government, with the Accountant General.
- On an agency basis, service domestic debts taken by Local Governments and any of their agencies, where such debts are guaranteed by the State Government.
- Advises the State Government on the re-structuring and re-financing of all debt obligations.
- Advises the Debt Management Committee (DMC) on the terms and conditions on which monies are to be borrowed
- Submits to the State Government, for consideration in the annual budget, a forecast of borrowing capacity in Local and foreign currencies.
- Prepares a schedule of any other State Government obligations such as contingent liabilities, both explicit and implicit, and provides advice on policies and procedures for their management.
- Establishes and maintains tripartite copies of relationships between the State, /Donor Agencies, and the DMO.
- Collects, collates, and disseminates information, data and forecasts on debt management with the approval of the DMC.
- Carries out such other functions, which may be delegated to it by the Commissioner or by the Act of the State Assembly.
- Performs such other functions which in the opinion of the Department are required for the effective implementation of its functions.

- Advises the Ministry on all matters relating to agricultural issues.
- Liaise with Ministry of Agriculture in the distribution of fertilizer to the 27 Local Government Councils in the state.
- Co-ordinates all international, national and state agricultural assisted programmes; such as Fadama I, II and III, IFAD, CBARDP, etc.
- Co-ordinates activities of Committees such as Farmer/Pastoralist, Road-side Tree Planting, Grazing Lands/Reserves, etc in respect of the Local Government Councils.
- Liaises with Kumadugu-Yobe Basin/Wetland Development Initiative (KYB/WDI) in cleaning typer grass/weeds along Hadejia-Jama'are Water ways in the 12 affected Local Government Councils.
- Linkage between the Ministry of Agriculture and the Local Government Councils on all agricultural issues.
- Recommends for recruitment of various cadres of health personnel at Local Government Councils.
- Oversees/co-ordinates the activities performed by Local Government Councils Health Departments.
- Linkage between the Ministry and Local Government Councils on matters relating to health both curative and preventive.
- Supports/Supervises Government special programmes in collaboration with donor agencies on health matters, like HIV/AIDS (JISACA), Malaria Control (SMOH), Oncho Control (SMOH, Vision 2020), UNICEF Supported etc.
- Liaises/ between the Ministry and State Ministry of Health in health issues as a stakeholder.
- Represents the Ministry in the Health Sector Reform forum.
- Represents the Ministry in the Health Planning Steering Committee.
- Represents the Ministry in Planning, Implementation, Monitoring and Evaluation of supplemented immunizations as well as supports the Mobilization of resources.
- Member of the Gunduma Governing Board.
- Organ of inter sectoral collaboration for the Ministry in health matters.
- Advises the Ministry's Chief Executive (Commissioner) on all matters pertaining to Social Development issues.
- Coordinates all social development programmes and activities in all the 27 Local Government Areas in the State.
- Linkage/mediator between other Ministries, Parastatals etc and the 27 Local Government Areas in terms of any programme or activity which has direct bearing with social development issues.
- Supervises and monitors all social development programmes and activities in the 27 Local Government Areas.
- Collates and Compiles monthly and annual reports of Social and Community Development Departments of the 27 Local Government Areas.
- Co-ordinates the preparation and implementation of Annual Budgets of the Local Government Councils.
- Formulates plans and policies as well as devising methods for periodic reviews and examination of all such plans and policies of sectoral and sub-sectoral levels. These include among others the preparation of medium term development plans and other policy documents such as LEEDS, i.e. (Local Government Economic Empowerment Development Strategies).
- Lenforcing the concept of "Due Process" in the Local Government affairs, especially as it relates to contract procedures for projects and procurement.
- Constant collection and processing of data and statistics relating to socio-economic planning in Local Governments.
- Management of information resources as they affect Local Government Councils (Data Bank, Computer Services and Library).
- Responsible for project/programme development, monitoring and evaluation in the overall socio-economic planning and development of Local Governments.
- Coordinating all Technical activities related with other Governmental Agencies.
- Making all departmental correspondence with 27 Local Government Councils on behalf of the Ministry.
- Taking charge of all Technical services of the Ministry and supervising the 27 Local Government Councils capital projects, these includes the following:-
- Building, construction and maintenance works of the Ministry.
- Mechanical/Electrical maintenance pertaining to vehicles, power generating machines and all Electrical Appliances at the Ministry.
- Road designs and quantification for 27 Local Governments Capital projects.
- Capital project designs and quantification of Bridges, Drainages and Culverts in all the 27 Local Governments, these include supervision of project execution.
- Designing/setting out of plans of residential, Commercial and Industrial Layouts, in the 27 Local Governments.
- Estimating/setting out of Electrical projects, including supervision of execution of capital works.
- Estimating/setting out of water projects which include, Hand pumps, boreholes, water bone system and open well in the 27 Local Government Areas.
- Monitoring/Evaluation of progress of the approved capital project in all the 27 Local Government Areas.
- Signing of certificates of assessed projects in progress for subsequent pay in all the 27 Local Government Areas.

Department of Building
Building Department is one of the functional components of the State Ministry of Works and Transport. It has been in existence since the creation of the State in August, 1991.
This Department comprises of professionals on Building and Construction Industries especially Architects, Builders, Quantity Surveyors, Estate Surveyors, Technicians, Craftsmen, Attendants and Laborers.
